Our Impact
Progress in 2024
Over the course of the past year, the global ZEV transition has continued to accelerate.
- The global fleet of ZEVs continues to grow. By 2024, approximately 60 million light-duty EVs (ZEVs and PHEVs) and 1.2 million medium- and heavy-duty ZEVs (including 800,000 buses and 400,000 trucks) had been sold worldwide.
- Approximately 5.4 million public charging points have been installed worldwide through 2024, with 37% of them being fast chargers.
- 16% of new light-duty vehicles sold in ZEVTC jurisdictions in 2024 were zero-emission, with an additional 10% being plug-in hybrid.
Throughout 2024, the ZEVTC supported this progress by working together to overcome shared challenges to accelerate the global ZEV transition as set out in our Action Plan.
Since COP28, we have:
- Continued convening stakeholders through the Charging Infrastructure Taskforce, including a virtual workshop on best practices for deploying EV charging in apartment buildings.
- Produced a comprehensive study to catalogue targets among ZEVTC governments for new ZEV sales and supply-side regulations—including ZEV sales requirements and performance-based CO2 and fuel economy standards—to find gaps between ambition and policy.
- Convened senior officials of ZEVTC governments to discuss the latest progress towards a global ZEV transition and provide updates on the work of the Council over the last year.
- Actively supported the Road Transport Breakthrough process to identify the most urgent priorities for coordinated international action to speed up the ZEV transition, feeding into the 2024 Breakthrough Report’s recommendations (from the IEA, IRENA and UN High Level Action Champions) and supporting delivery of the priority actions with other initiatives
- Tracked country progress on the ZEV transition through market statistics and policy updates on the ZEVTC website, with biannual updates by the secretariat, the International Council on Clean Transportation.
- Continued actioning a broad program of work – as outlined in the COP28 Global ZEV Transition Roadmap – in collaboration with the International Assistance Taskforce to support a global transition so that no country or community is left behind in the transition to ZEVs. This included:

- Doubling the number of countries eligible to access agile technical support through the ZEV Rapid Response Facility—including signatories to the Zero Emission Vehicles Declaration and/or Global Memorandum of Understanding on Medium-and Heavy-Duty Vehicles.

- Convening 6 countries in Latin America to discuss supply side regulations and to share lessons learned across the region.

Beginning work to provide more focused, aggregated, and coordinated support to leading EMDE countries, particularly to help policymakers in subnational governments access finance, scale e-freight deployment, and accelerate charging infrastructure rollout

- Publishing the second edition of the Global ZEV Transition Roadmap, which highlighted progress-to-date among EMDEs and outlined strategic plans to continue momentum by implementing activities via its newly launched international delivery framework.
